Children with Serious Emotional Disorder Waiver (CSEDW) Program
The Children with Serious Emotional Disorder Waiver (CSEDW) program provides support and services for children and youth with behavioral or mental health needs. The CSEDW program offers a continuum of services and support, along with Medicaid benefits.
Goals of the CSEDW:
The CSEDW program is a Medicaid funded Home and Community-Based Services (HCBS) waiver program. The program’s main goal is to reduce the number of children and youth living in congregate care. Under this program, children, youth, and families receive needed care and support to live successfully within their homes and communities.
Without the services provided by the CSEDW program, families may end up separated from their children or youth. The CSEDW program supports parents and caregivers reduce risk and enhance their overall functioning so they can keep their children and youth at home.

Wraparound facilitation
Independent living/skills building
Job skills training
Supported employment
In-home family therapy and support
Respite care
Specialized therapy
Assistive equipment when needed
Who is eligible for the CSEDW Program?
To take part in the program, children and youth must:
Be between the ages of 3 and 21
Receive Medicaid benefits (Medicaid eligibility is separate from CSEDW eligibility)
Be a resident of West Virginia
Receive treatment services at home and in the community
Enroll with Aetna Better Health® as their managed care organization (MCO)

The CSEDW program has a limited number of spots. As part of the application process, a psychologist will complete an Independent Evaluation (IE) report and determine eligibility for the program.
